আধুনিক বিশ্ব সব সময় সর্বাপেক্ষা গুরুত্ব দিয়ে আসছে শিক্ষাকে। শিক্ষার ক্ষেত্রে নতুন নতুন ধারনা সৃষ্টি হচ্ছে। বিশ্বব্যাপী স্বাস্থ্য সেবা প্রদান করা হয় সংঘবদ্ধ ভাবে বা Team work এর মাধ্যমে। উন্নত স্বাস্থসেবার জন্য শুধু একজন চিকিৎসকই যথেষ্ট নয়। এর জন্য স্বাস্থ্য কর্মী আবশ্যক। উক্ত স্বাস্থ্য কর্মীকে অন্য ভাষায় Paramedic বলা হয়। যেমনঃ Primary Health Care Provider (PHCP), Primary Care Paramedic, Nurse, Health Technologist, Ambulance Paramedic ইত্যাদি নামে সারা বিশ্বে পরিচিত। Community Doctor / Paramedic এর প্রয়োজনীয়তা ও গুরুত্ব ইউরোপ, আমেরিকা, বাংলাদেশসহ সারা বিশ্বের প্রেক্ষাপটে অপরিসীম। বাংলাদেশের আর্থসামাজিক প্রেক্ষাপটে ও অধিক জনসংখ্যার তুলনায় বর্তমানে কর্মরত Community Doctor /Paramedic এর সংখ্যা অতি নগণ্য। অধিকন্তু বর্তমানে কর্মরত প্যারামেডিকস এর অধিকাংশেরই কোন উন্নত প্রশিক্ষণ বা স্বাস্থ্য সেবার Team work এর গুণগত প্রায় নেই বললেই চলে। তাই দেশের সিংহভাগ মানুষ আজও সঠিক ও সুলভ চিকিৎসা সেবা থেকে বঞ্চিত। এ কারণে একজন ডাক্তারকে অধিক সংখ্যাক রোগী দেখতে হয়, ডাক্তারদের ফি অত্যাধিক। নানা প্রতিকূলতার কারণে সরকারী বা বেসরকারী প্রর্যায়ে প্রশিক্ষণপ্রাপ্ত Community Doctor / Paramedic এর অভাব প্রকট। অথচ দেশের সর্বত্র ছড়িয়ে ছিটিয়ে থাকা প্যারামেডিকের প্রয়োজনীয় অস্বীকার করার উপায় নেই। বাংলাদেশ তথা দক্ষিণ পূর্ব এশিয়ার উন্নত ও গুণগত মানসম্মত প্যারামেডিকস তৈরীর প্রয়োজনীয়তা ও গুরুত্ব উপলব্ধি করে বিশ্বেস্বাস্থ্য সংস্থা (WHO) এর দক্ষিণ পূর্ব এশিয়া অঞ্চলের Human resources for health Gi Dr. Win may বলেন, “Allied Health (Paramedic) personal were important but unrecognized Players in the field of health care in the WHO South East Asia Region.
